L-3 Successfully Demonstrates Wireless Mesh Communications System

Chantilly, Virginia – May 21, 2008 – L-3 Communications’ Global Security & Engineering Solutions division (L-3 GS&ES) announced today it has successfully demonstrated the operational capabilities of its Wireless Mesh Mine Communications system at the International Coal Group’s Sentinel Mine (Philippi, West Virginia). 

This in-mine demonstration was conducted for personnel from the National Institute for Occupational Safety and Health (NIOSH). As a result of this successful system event, which included demonstrations of wireless voice and data capabilities, NIOSH has authorized L-3 GS&ES and its partners to enter into the final phase of the research and development contract, which will result in a commercially-available product for the mining industry. 

Subsequent to this authorization, L-3 will meet with members of the mining industry as part of an advance order process which will allow mine operators to ensure that they will be among the first to receive the L-3 wireless mesh system when it is made available to industry.

L-3 GS&ES will deploy a complete version of its network in Sentinel in August 2008, and the final commercial version of the system will be available to the mining industry in 2009.

L-3’s Miner Location Tracking System Selected by NIOSH

Chantilly, Virginia – April 11, 2008 – L-3 Communications Global Security & Engineering Solutions division (L-3 GS&ES) announced today that the National Institute for Occupational Safety and Health (NIOSH) selected L-3’s Miner Location Tracking System as the sole program to advance to the system design and testing stages of the NIOSH research program. 

The L-3 Miner Location Tracking system will provide highly-accurate, real-time tracking location capabilities for miners working underground, in both pre- and post-accident situations. 

“We are excited by this opportunity to develop an additional advanced safety system for the underground mining industry.” said Jerry Bates, president of L-3 Global Security & Engineering Solutions.  “The L-3 Miner Location Tracking system is an excellent complement to our L-3 Wireless Mesh Mine Communications system.  This new capability enhances our growing portfolio of mine safety products and demonstrates L-3’s deep commitment to ensuring our nation’s miners return home safely at the end of every shift.”

L-3 was one of two companies awarded initial feasibility contracts by NIOSH in July 2007 to develop an advanced location tracking system in response to the 2006 MINER Act.  L-3 GS&ES is developing the system in partnership with Multispectral Solutions, Inc. (MSSI), an industry leader in personnel tracking and locating systems for hazardous or challenging environments.

L-3 GS&ES is deploying its Miner Location Tracking system in an operational mine in the fall of 2008, and the system is expected to be available to the mining industry by the spring of 2009.

L-3 Named Prime Contractor on $326 Million U.S. Marine Corps Contract

NEW YORK - March 20, 2008 - L-3 Communications (NYSE: LLL) announced today that it was awarded a contract by the U.S. Marines to supply Tactical Video Capture Systems (TVCS) at military training sites in the United States and overseas. As prime contractor, L-3 will lead a team of suppliers in the implementation of Praetorian, L-3's next-generation, open-architecture 3D intelligent video observation system. The three-year contract is valued at more than $326 million.

Praetorian is the U.S. Marine Corp's first "intelligent" TVCS, enabling users to view multiple sites under surveillance in both real-time and on recorded 3D video to analyze information more quickly and act preemptively to stop or contain emerging threats. In addition to improving users' situational awareness and information management, Praetorian, also reduces costs, labor and the risk of loss.

"Praetorian solves the technical challenge of managing unlimited streams of disparate video and audio information by putting it into a real-time, easy-to-understand and actionable format for quick-turn, after-action review," said Jerry Bates, president of L-3 Global Security & Engineering Solutions, which developed the Praetorian system. "We are very proud to be leading the team delivering this critical, state-of-the-art technology and training support program for the U.S. Marines."

L-3 Awarded Contract by the U.S. Navy

L-3 Awarded U.S. Air Force Training Contract

CHANTILLY, VA, Feb. 25, 2008 – L-3 Global Security & Engineering Solutions (L-3 GS&ES), a division of L-3 Communications, announced today that it has been awarded a five-year contract by the U.S. Air Force.

The L-3 GS&ES team of 17 subcontractors, including another L-3 division, D.P. Associates Inc., will provide training, exercising, and experimentation support to the 505th Command and Control Wing (CCW). This contract is a consolidation of ten previously separate task orders. L-3 GS&ES had been performing one of the original ten; the majority of this award represents new work for the division.

 “We are very proud to have been selected to support the 505 CCW in their mission to build the predominant air and space command and control capability for joint and combined warfighters,” said Jerry Bates, president of L-3 Global Security & Engineering Solutions.  “This award reflects the Air Force’s confidence in L-3’s ability to fulfill their challenging training requirements.”

L-3 Continues Work on Wireless Mesh Mine Communications System

Compliant with the Safety Requirements of the Proposed S-MINER Act

NEW YORK, NY, Jan. 17, 2008 - L-3 Communications today reaffirmed that its Wireless Mesh Mine Communications system will satisfy the communications and tracking requirements as outlined by the proposed Supplemental Mine Improvement and New Emergency Response Act of 2007 (S-MINER Act).  L-3 is developing this advanced mine rescue system under a contract from the National Institute of Occupational Safety and Health (NIOSH).

In May 2007, a team led by L-3’s Global Security & Engineering Solutions division was the sole winner of NIOSH’s six-month competitive procurement process to develop a wireless mesh mine communications system.  Currently, L-3 and its partners are at work on the System Development and Demonstration phase of the program.

Starting in the spring of 2008, the L-3 team will test key elements of its Wireless Mesh Mine Communications system, including redundant communication and situational awareness components, in the ICG Sentinel Mine in Philippi, West Virginia.  Plans call for L-3 to deploy a full-scale demonstration system in the same mine during the summer of 2008.

In keeping with the requirements of both the 2006 MINER Act and the new S-MINER Act, the L-3 Wireless Mesh Mine Communications system, when deployed, will not only provide for a post-accident communication system between underground and surface personnel, but also serve as an electronic tracking system permitting surface personnel to determine the location of any persons trapped underground. The cornerstone of the L-3 Wireless Mesh Mine Communications system will be multiple levels of enhanced survivability and redundancy to ensure that the network and its components remain active and reliable in the event of a mine disaster.
